要跟着题干来，不能根据现实中的经验想。

题目说得很清楚，增加利润只有2种方式：1.建更多房间。2.把房间变得更好。
结论是不能增加利润。
题干已经否决了一种方式：Rigid land-use laws 规定不能造更多房间了。
如果2.把房间变得更好。这个方式可行，那么利润还有可能增加，所以要确定利润不能增加的结论，必须把第二种增加利润的方法的可行性也否决掉。
D就对了，房间已经达到法定奢侈极限，没有improve余地。

B在现实中看起来似乎和这个话题有点的联系，但在此题中是无关选项。

我再弱问一个问题啊：当时选B是因为could not have been sited any more attractively 觉得就是不能把房间变得更好的意思吗 怎么无关了呢......? 是因为attractively吗？

注意第二种方法：improving what is already there
B说HOTEL的选址已经是最吸引人的了，仅仅说明HOTEL选址的时候选得最好了，不能排除其他方面没有improve余地

而且选址这个事情，早就发生了，和improve what is already there没有关系啊
