请教T-9-Q33, 想不通

麻烦看下,我和同学都不是太清楚。。。

大部分支持扩建铁路系统的人在他们使用高速公路的时候本来就较少堵车,换句

话说另外那部分不到20%的不赞成的人才是会在高速公路高峰期开车的人,他们的大

多数是不赞成的,那么即便扩建了铁路,他们还是照用高速公路不误,那么不会解决

堵车问题。
