the construction of an article always be like this, the content after the word "yet" or "but" should be the main idea of it. So it is trying to say "black bears have played an important role in this decline" , since no other sentence supports hunters are to be blamed,  "both black bear and hunter play the roles in the decline of the deer." should not be the conclusion.

I think the word "finding" is not correct in choice D. It's just an assumption,or say, the conclusion, but not a finding. The finding of this paragraph should be "black bears found dead in the forest during the deer hunting season ".
