verb modifier有一種是infinitive的形式，表示目的。
答案的意思是diminish的目的是爲了deal with all other pollutants

雖然manhattan沒有說infinitive可以做noun modifier，但是俺貌似記得是見過把infinitive放在noun後面修飾noun的。
但不確定，希望有見到正確句子是這個用法的童鞋熱心地po上來share之^^謝~
