Anyone can explain the meaning of C? Though I can choose it as the correct answer from the choices by using eliminating method.

To make it simple, C states that for criminals who deserved to stay in jail, the new law made the terms longer than before. As a result, a larger number of criminals would stay in prision, refuting the original argument, which says that the percentage of people convicted and given prison sentences is on the increase.
