求教一道逻辑

Although the number of working nurses has increased dramatically over the last seven years, there will soon be fewer nurses working at public hospitals throughout the country, because an increasing number are choosing to o into private care.  This trend should surprise no one, since the high wages paid to nurses for private care reduce the incensive to work at a public hospital.  This trend must be reversed, and would be, if the government were to regulated the wages of all nurses.

Which would prevent the author’s suggested plan from achieving its intended results?

A.        Enrollment in public medical school has increased during the last seven years.
B.        Most nurses who are drawn to private care prefer it because they enjoy the personnel attention they are able to give to patients.
C.        The highest salaries are paid to private care nurses who have had at least four years of hospital staff experience.
D.        Only a small fraction of all patients can afford the high rates demanded by private care nurses.
E.        Many public hospitals received funding from wealthy individuals who, when ill, use private-care nurse.
