 In original argument:
Insect infestations in certain cotton-growing regions of the world have caused dramatic increases in the price of cotton on the world market.

B: Tests of a newly developed, inexpensive pesticide have shown it to be both environmentally safe and effective against the insects that have infested cotton crops.

Once B is true, the condition mentioned in the original argument contributing to high cottone price will not stay valid any more.  Therefore the price of cotton will fall.   Thus there will be no way for growers switching from soybean to cotton to make profits as they planed.
