这题的意思没看懂,“this action is clearly counter to the governor’s ultimate goal” “ inmates who had taken such courses committed far fewer crimes overall than other inmates.”怎么是counter?

Because the original goal of the governaor to get tough on criminals is to reduce the crime rate, however, argument argues that the real result of this action might rusult in the opposite, i.e. without getting access to college-level courses, the immates might commit more crimes after being release... but this conclusion is based on the assumptiont that those immates were not originally less likely than other inmates to commit crimes after being released. so the answer is C.

政府目的是降低犯罪率,但argument说因为after being released from prison,inmates who had taken such courses committed far fewer crimes overall than other inmates.既然是committed far fewer crimes overall than other inmates,又怎么会是counter the goal?

政府觉得inmantes的大学教育课是没有用的.
但是这个报纸编辑却反驳,说恰恰相反,因为这些课程才使得那些(受过教育的)出狱后再犯罪的比率比那些(没有受教育)的低.

但是这个反驳是建立在: C 的前提下的. 因为要排除一种可能, 那些在监狱中受教育的人本来就不想再犯了, 即他们再犯罪率低和他们受不受教育没有关系.

有点绕, 但是我已经尽力把自己的意思表述出来了.希望对后面的人有帮助.
