Sentence above is saying that there are not enough delegates who represent social scients in an advisory councils of NIH. And these councils give advise to NIH and the insufficient amount in NIH will results in a relative lack of NIH financial support for social sciences.

因为只有连接除发生腐蚀，留下一点点小塑料片，所以当这样的盒子丢弃的时候，每只盒子所产生的塑料废物比之相对不可吸收的盒子丢弃时产生的塑料废物差不多多

refuse这里做名词，垃圾或者废弃物的意思， plastic refuse per container就是每个包装盒产生的塑料垃圾的意思。

degrade是有机物降解的意思，biodegradable, 是指可生物降解的
