I think the argument is saying that you have to pay for what your are sufferring, for example, pay your sergeons for your missing leg and pay for your basic needs of bread . It is about the working ethics.

这道题是类比吧,类比内容要求相似性,也就是说类似题干中,说为了给人民提供面包救济穷人,政府要给面包师甜头;类似地,给外科医生好处就是提供他们更多砍腿的机会;这是政治上无人性的做法。a选项提供的类比类似地:通过做多余的事来挣钱。
