好难啊，这题saying引导的that从句后面主语是谁啊？

各个选项如何排除掉呢？

我这道题也做错了，后来按照答案想了一下：

saying这句的逻辑意思是：声称他们依照（法律上要求捕捉网上安装海龟排除装置的规定）的行为在保护成年海龟，所以that从句的逻辑主语是compliance，requiring是对laws的修饰，后面的protect是compliance的动作。

A，protect对应的是compliance,应该用单数protects,排除

C，同A

D，首先laws的规定是一直存在的所以不能用表目的的不定式，其次are对应compliance不对，应该用is，

E，同D。

所以排除后，B选项是对的。

如果有不对的地方请指正。

A with B结构，谓语单复数看A, 这里compliance 接with是固定搭配吧，不同于A with B结构，那你翻译的也说是这个行为在保护而不是遵照在保护...困惑，呵呵

DE不定式感觉是不好，但不知道为啥不好,这里用分词修饰感觉上好好些
