Though I agree that our world will be better if every citizen acting as a contributing member of the society, The requirement of all citizens to perform a specific amount of public services is an unrealistic one.

1. It is hard to organize such specific public services in our country with huge population.

2. To contribute to the society does not necessisarily take the form of mandatory public services.  Their daily efforts of being good parents and good employees can be considered good ways benefiting our community.

3. Government shall cultivate the awareness and sense of being a good citizen through education.
