(C) is the correct. If a company uses inconclusive polygraph result to reject an applicant, it is unfair. This statement (C) properly identifies a conclusion that can reasonably be drawn from the stimulus.

As to choice (D), the whole argument is concerned only with inconclusive tests, not mistaken or false polygraph test result.  There is no mentioning of a mistaken polygraphy test in the stimulus.

Answer to a inference question has to be 100% true based on the stimulus.
