这题我觉的C更正确啊  如果支持统一控制的都是那些产生effluent最多的国家 那么 这个控制不就过度了么  C的评估更准确啊 请大侠指导 我哪错了

哦 明白了 我忽视了文中这句话 ， 我的意思是说在这个effluent造成污染的情况下 如果像C项所说参与支持的国家都是那些排放量最大的国家 那么他们制定的restristion不就是过于宽松（不是过度）的么 ？？  打个比方 如果这些国家每年的effluent 排放都高于5吨 但国际排放平均水平是3吨 那么他们制定的限量不就过于宽松（不是过度）了么
