答案选的D....可是允许倾倒不是在1972这个agreement之前的事情吗（即使之后还是允许倾倒，可是法案已经发生变化了）？既然是明确发生在法案修改这个过去的动作之前，为什么不是用A中的had been allowed 而是用D中的are allowed呢？
