BG: some legislators in R want to pressure the government of S to be less repressive. So they want to ban all the exports from R to S.
Premise: the manufacturers argue that the government of a country will become less repressvie if telecommunication equipment is widely available to the citizens in the country.
Conculsion: exports of telecommunication products from R to S should not be banned.
