我怎么看这题也不应该是选C啊！THEY ARE 在句子里只能指代CONSUMERS但CONSUMERS FREE OF DAMAGE CLAIMS AND MOVING VIOLATIONS怎么解释啊，觉得不通啊。请高手指教！谢谢！

我理解大概意思就是CONSUMERS没有什么不良记录(DAMAGE CLAIMS AND MOVING VIOLATIONS), 但保费依然在涨。
