I like A rather than E. A introduces another information to support the gist of the last sentence. But E uses "those" and "some" only,which sounds not strong to refute.

acutally i dont like any of the answers, A-> there's no direct relation between education, job training and economic growth.
E-> some growth does not make a comparsion with that of states having strictest regulations.

The answer ahould be A
The question say it was strictest environmental regulations-->economic growth
Choice A rules out the factor of regulations and proveds other cause.
Therefore A is the best answer
