u r asked to weaken the argument, however choice e which is correspond to the conclusion tells u that the reason of low quanlity is lacking of apprenticeship. Let's focus on d which, if true, undermines the precedent premise.Therefore it is the answer.

D.The better the quality of original carpentry in a building, the less likely that building is to fall into disuse and be demolished.

E.The average length of apprenticeship for carpenters has declined significantly since 1930.

E wrong.

but there is no statement building before 1930 is  more likely to fall into disuse and be demolished?
