Social scientists 不能充分代表(就是数量少的意思)advisory councils of the National Institutes of Health(NIH) ,Since these councils advise NIH directors and recommend policy(这些councils的功能或作用),不能充分代表导致他们的财政支持相对少.

其实最重要的也就是最后一句结论,把它取非就是B

underrepresente:to imply or suggest a lower amount, quantity, quality, or degree of than is actually present
