1、cncritter说的也对。但主要是modify the number of acres 。可以这样用。
2、much加重语气（how much）
3、不可以用will（在此题中）。因为研究已经出结论了。

I think the central word of "the rising of costs" is "rising", not "costs". The reason not choosing this one is because it is the cost made the change, but not the process of the "rising".
