19. I don't know why "This category, however, will not increase its of total empolyment" since "the greatest increase in the number of people employed .."

But "How do you think?" should be "What do you think?" ^_^

19.Recent estimates predict that between 1982 and 1995 the greatest increase in the number of people employed will be in the category of low-paying service occupations. This category, however, will not increase its share of total empolyment, whereas the category of high-paying service occupations will increase its share.

If the estimates above are accurate, which of the following conclusions can be draw.

XDF's answer is: In 1982 more people were working in low-paying service occupations than were working in high-paying service occupations.

My ansewer: The rate of growth for low-paying service occupations will be greater than the overall rate of employment growth between 1982 and 1995.

What do you think?

20.For local government to outlaw all strikes by its workers is a costly mistake, because all its labor disputes must be settled by binding arbitration, without any negotiated public-sector labor settlements guiding the arbitrator. Strikes should be outlawed only for categories of public-sector workers for whose services no acceptable substitute exists..

How to translate the above sentence? Thanks very much...

回家。。可是好像这个翻译出来的意思很难理解阿 。。。 :)因为我本来就是这么理解的,可是就是做不了题阿。。

^_^ 我懂了19题啦。。。原来是搞错了绝对量和相对量的关系。。

20题偶也差不多懂啦。。我理解可能是说public-sector的劳动者只有通过binding这样的方法实现协商?大侠再指点一把。。
