I choose D

because i think 1. the month of the festival is better than the festival's month.

我选C。因为，A中的in that 用的不好，且由于从逻辑上讲有动作的执行者，但用了被动；
B的proclaiming 修饰错误；D的for若换成because就比较好了，一般都用because引导一个完整的表示原因的从句；E，by proclamation 的动作执行者不明确

我认为C 不妥,
1  when 并没有明显的时间状语
2  they 指代办 states ?
3  proclaim .... for... 好象不太顺

If choose B, you can find that the modifier of proclaiming is unclear.

In B , the proclaiming modify the whole preceding sentence

I think B maybe right. Because further thinking, you can find the sentence didn't have a cause -effect logic

应该是C，C与D的差别在与：C表明truce是为Olympic特意宣布，而D的意思是在此期间宣布，不免有些马后炮之嫌。其实我认为5个选项都不完美，但正如ETS所讲，矮子里拔将军

Yes. The answer was shown to be "C". I chose "B" the first time, but "c" after my long time considering . It did seem better than any other one. "they" is referred to the people, I think. However, how can I have so much time in a real test to consider it?
