请教解题思路，exclusive tax和untaxed是一个意思嘛？谢谢。

不是。
exclusive tax 单纯税金、独有的税金
untaxed 未交税的，税前的。
54.64-0.79/5%

cost分俩部分 taxable item 和 the untaxed cost

exclusive tax 价外税？

0。79/5% 是taxable item的部分！

For example,

In USA, the laber fee is free of tax, it is called untaxed costs
but others are taxable.

The final price is $$$(laber) + $$$(other cost)*(1+5%)
total cost is $$$(laber + other)
exclusive tax is $$$(other cost)*5%
