提干是要faver borrowing over saving, 可是证明这是无效的, 问原因, 如果这是有效的 什么就用不着了....
选项是另一个favor borrowing 的方法
还有其他选项吗?

其实可以把它看成一个反对

however , 就开始变啦!
这个措施并没有favor borrowing over saying 因为 就如A项 它favor saving 了
即为存款的增加减税
