答案C

不过我觉得A和C的意思不同

A: 18岁以下的H占了C人口的43%

C: C这里18岁以下的人中43%是H

A 中的18岁以下的H占了谁的43％就没有说明。没有比较的参照物

but why not E? E is as good as C.

Because E compares a decade ago with Hispanics.
