一般规律的话，A的saying的主体名词应是主句中心词，此处是proposal；C的which分

非限制性定语从句一般就近修饰名词，但也有跨越修饰的先例，此处为industry.

jUST ADD: 非限制性定语从句一般就近修饰名词, BUT 非限制性定语从句AT THE END OF SENTENCE that modify the whole sentence isnot allowed in GMAT.
