114.According to the Tristate Transportation Authority, making certain improvements to the main commuter rail line would increase ridership dramatically. 这题的C为什么不行.不是已经说了对开车的人有益,并且资金来源于automobile and rail commuters共同的收入税,也就是说rail也出了一份力啊,为什么不能选这个??

C,benefit from well-maintained brideges? 题目是说通过在brideges上面筹款修缮main commuter rail line
