我也赞同B。the construction 和three separate sewer systems 的关系强于和between 1876 and 1904 ，所以应该把the construction 和three separate sewer systems紧紧联系在一起。另外，整句话感觉在强调一种结果，用完成时比较好。

Past tense is required in the sentence above, and "to serve" cannot be separated from the central word it modifies. Thus, A fits best!
