By guess, I'd go with E, though B makes sense as well.

A is wrong b/c we don't know what "it" refers to, "a new principle?" I don't think so. In fact, it wants to refer to an "old one" instead, but doesn't state that clearly.

(C) are not a new principle; the same one

C is wrong b/c "are" can not match "a new principle" here.
