逻辑链是

resources are being depleted much too fast－－－－－》美国hold it's comsumption

要求加强这个逻辑链

B：美国占了1/3的话，美国确实是要hold

D：其它国家hold，美国干嘛要hold。反之，其它国家hold了，美国不hold反而也没事了。
