现在明白了,刚才很糊涂;

a tax amnesty program 是否实行对state tax delinquents 没有多大影响,因为他们

fail to pay state tax because of an oversight

a tax amnesty program 实行,federal tax delinquents只会比program 不实行之前更加

不缴税,因为他们现在抓住后的成本变小, allows tax delinquents to pay all owed

tax without added financial penaltya 。
