我以为is是可以省略的..., 而且disadvantage也是个及物动词, be disadvantaged 好像没什么不对啊,这样一来B应该最concise,可是答案是A...

我理解就象:

is severely disadvantaged...
is severely hurt...

both "disadvantage" and "hurt" are tr verbs. I have seen in some articles on USA Today with the use of "be disadvantaged...".
