这里一眼就看出是在B和C中找答案；
B 的some---others---很匹配，这是题眼；
我想the courts是a public resource 的同位语；前面有Judge 后面用the courts 来举例a public resource 无可厚非；
再看为什么不直接说the courts in theory available to all but in fact unequally distributed between～哈，其实这里的in theory available to all but in fact unequally distributed between 就是（which are）in theory available to all but in fact unequally distributed between；就是说B和C的后面部分其实是一个不省略，一个省略～
