我觉得可以，一般会省略to。

我觉得不对,因为不符合逻辑

motion allow合理,但motion confine就不合理了,好象说这个motion能限制人身自由一样

首先，我原来也有这样的想法，认为改了比不改好。而且认为原题正确答案中两个allow逻辑意义不同，一个是允许，一个是听凭。到现在我都认为改了在逻辑意义上更好，提议只要能允许，就能够禁止，但问题好像处在语法角度上。

接着，由于a motion to allow members of the jury 相当于a motion that allowed members of the jury,正确答案中rather than 所引导部分是在从句内部，不会引起歧义。

但是，假如并列成分提前的话，认为有两种歧义。一是看起来更像是目的壮语而不是名词后置修饰语。（说不出理由靠感觉）

二是可以看成是a motion to allow rather than a motion to con­fined ,背离原来意思。
