我是这么理解的。请指教。

题目意思是美国人说谎,传播假情报目的是为了保护自己和让苏联人失去打听美国的兴趣，这是用火对火的方法，就是大家假情报传来传去，作者说，用水来对付火是更有效的，也就是说，现在用的火的方法效果不怎么好。因此E就对了,假情报策略并不是很有效地(作者看来).
