答案是B,C为什么不对呢

试解答如下:
C:IF company has credo of social responsibility, THEN it must give generously to charity.
I can not find the "if.. then.." structure in the passage.
Moreover, if fifteen companies do, that does not mean all companies do.
The only logical word I found is "ALSO", so B "it is possible..."
