nope, since "but the population density of County X is significantly higher than that of County Y", this usually implies that more people are in County X, thus implies that Country Y has more open land since it has less people(at least this is what they are trying to make you think), so it should be bulit in Country Y;
think about this: if I tell you but the population density of China is signifcantly higher than that of America, the first thing pops in ur head is probably "'cause China has more ppl" => "therefore China has less open land" => "therefore China shouldn't bulid wind farm since it doen't have open land"...
usually never question the question itself, for those guys in ETS are getting paid to make up these quesitons...
