这题的结论应该是the rate of respiratory ailments will decline if the regulations go into effect，是conditional conclusion.
新东方的意思是说这道填空题解释上述结论原因，属于加强型，所以答案应该是加强结论。
D选项是weaken结论的，所以不对。
