答案选C，分号前部分，既然Manufacturers rate batteries in watt-hours，后面the higher是倒装了？为什么用rating？higher作副词为什么要加the？

此题考察固定搭配：the+比较级 X，the+比较级Y

还是想接着问一下，这个B选项的rating为什么说是dangling modifier呢？rating不修饰manufacturer而修饰后面的it形式主语不行么？
希望有人帮助解答一下。谢谢

it 无法作为rating 动作发出者，rating当然是悬垂了。
