如题。
不是问为什么市民会买QF的purification system而不需要保持一个conventional 的system,为什么会是c 感觉完全没有关系啊？

感觉题目问的意思是尽管政府要买conventional的但依然会买QF的因为答案中的：conventional的杀不净细菌

题目说这种迅速制冷的东西能杀菌，而且必须在冷的环境下----背景。
这东西将会被用于污水处理---计划
但是这东西不会代替传统净水设备
问：虽然如此，为什么还买呢？

解题思路：找这种东西跟传统东西的区别。文中强调的只有“QF必须在冷的环境下才有效”。所以答案应该focus on在这个点上

A：无关，文中只关心细菌
B：无关，就算need to be replaced, 那么就必须用QZ？
C：如果传统的在冷的环境下不好用，那就给了QZ可趁之机，正好QZ用于冷环境下
D：不知道传统的工具维护费是多少，无法比较。只说ＱＺ是littel, 但是传统的可能是less
E:water shortage is not an differentiated issue here.
