Dr.Crock's claims [have been not corroborated]by other scientists or published in a prestigious journal but have nonetheless garnered a great deal of attention from the public.

Dr.Crock's claims have not been corroborated by ... but have nonetheless granted.... 其实这是一种not...but...

not通常是放在helping verbs(do/be/have)/modal helping verbs(can/may etc.)
比如說,the flower was not watered by Jim.//i have not been the ABC Park.
