Government policymakers should consider mandating benefit coverage for temporary employees, promoting pay equity between temporary and permanent workers, assisting labor unions in organizing temporary workers, and encouraging firms to assign temporary jobs primarily to employees who explicitly indicate that preference.

我选的D  答案是E   但是我看文章里面说 他们还是比较愿意去做临时的工作啊     E的答案是说 他们不需要去愿意做临时的工作  哪里暗示了啊

D, 文中没有提到的。
E, 文中有两处内容,在暗示:
1.  Another factor is labor’s reduced bargaining strength, which allows employers more control over the terms of employment. 这里说明临时的工作者没有什么议价能力。
2.  promoting pay equity between temporary and permanent workers 这里暗示临时工和长期合同工之间存在收入差。

另外,你提到的他们喜欢去做临时工,such as first-time or reentering workers, who supposedly prefer such arrangements. 后面有However,说并不一定对。在后面的factors就明白了,其实他们不是自愿的。
