这题我觉的C更正确啊如果支持统一控制的都是那些产生effluent最多的国家那么这个控制不就过度了么 C的评估更准确啊请大侠指导我哪错了

多数参与的国家支持对流出物的统一管理，不管某个特定的环境污染是否是归因于某特定的流出物。
B项
如果effluent 不会造成污染，那就不需要管制了，再管就过度了
C项个人觉得无关，不大明白lz的意思

哦明白了我忽视了文中这句话，我的意思是说在这个effluent造成污染的情况下如果像C项所说参与支持的国家都是那些排放量最大的国家那么他们制定的restristion不就是过于宽松（不是过度）的么？？打个比方如果这些国家每年的effluent 排放都高于5吨但国际排放平均水平是3吨那么他们制定的限量不就过于宽松（不是过度）了么

请问一下你知道D错在哪儿么？
我选了D。在B和D之间纠结了好久，一直不知道选什么，后来看到这句whether or not specific environmental damage could be attributed to a particular source of effluent.所以就选了D。
我是这样认为的，如果污染物质到不了北海，那你还要restrict它的排放就没必要了啊，也就是excessive restriction了啊，当然应该avoid.
反观B，如果这个污染物质都到不了北海，那你保护北海的会议要控制它干么呢？
求点拨。

most participating countries favored uniform controls on the quality of effluents, whether or not specific environmental damage could be attributed to a particular source of effluent.句子意思是大多数参加会议的国家都同意统一控制污水的质量，无论环境污染是否由污水中的某种物质产生。
D项说，任何污染物，只有当它目前全部到达北海的时候才进行控制。OG是说不是需要某种污染物的全部，而是只要有一部分到达了北海就就要进行控制。OG有一层意思没有指出，即污染物肯定是造成污染的，注意这里是pollutant，而不是source。effluent的sources不一定会造成污染，可是pollutant肯定就是会造成污染的。所以D中说的污染物需要全部到达才控制是不正确的，因为既然都同意统一控制污水的质量，无论环境污染是否由污水中的某种物质产生，那么污染物肯定就是要受到控制的，哪怕只是一点点的量。
