这句话指出了high degree of both international accord 和 ability to prevent ...这两个是缺一不可的条件，而B项的international 的unanimously 违背了第一个条件，所以是不对的。

不应该是“两个条件只满足了前一个吧” 是像你说的“违背了第一个”
