谓语动词是跟主语一致，所谓主谓一致，不是宾语。

一般情况下what从句还是以单数来算的。具体情况具体分析

主语从句做主语，谓语一般用单数，当what, who等引导的主语从句含有复数意义时，动词可用复数形式。
这是白勇的解释,但是还是不太明白怎么具体划分.如果有例子就最好了...

what在这里指代了后面的宾语，所以是做了句子的宾语，那么主句的谓语就由what指代的对象来决定。what指代了三个东西，所以用are

我来解释：：
what 是要引导从句的
1：what 在从句里做主语： 【what is difficult 】is that 这样的，后面这个is由前面那个is 决定 ，就是要跟他一样。
2：what在从句里做宾语： 【what they say 】is XX 这样的，这个is就由后面的XX决定 如果是XX and XX，那就是are了
本题为第一种情况。

I believe this is kind of agreement for what-clause:
what IS difficult to determine IS
what ARE difficult to determine ARE
no matter what is after the verb.

The Sub here is
What is much more difficult to determine.
As per Manhattan SC guide this is called Sub Phrase and it is always singular.
so.用is
