The prices of goods and services that meet the special needs of
many senior citizens have increased at a rate much higher than the
rate of inflation.
We know the rate of inflation is 5%. If the above goods and services
have increased at a rate much higher than the rate of inflation,
then the increase has to be much higher than 5% and COULD be close
to or even higher than 20%. Answer (C) simply provides one possible
reason why the pension increase does not make the seniors better off
than before since the increase in goods and services counter-

OG的解释是,annual rate of inflation是通过计算大量的goods和services而平均得出来的,那么annual rate of inflation低于5%,意思就是所有goods, services平均的增长低于5%。

Obviously, the implementation of the plan does not improve the welfare of Runagia's senior citizens. All eligible Runagians received the pensions and the rate of inflation rate did not go beyond the rate of increased pension paid.
