The key is fast reading.
Try to understand the subject matter at the first reading. This requires you to be fully engaged. Tell yourself that there is only one chance.
You may practice fast reading by using easier, lighter passages.

For another thing, you must keep up the momentum. Check the time every 3 or 5 questions, and try to catch up immediately if you find youself lagging behind.
