这道题目既然提到了sales tax是多少percent，那么要你求你total cost当然是税后的。（另外美国买东西除非是特别免税的，不然都要加税）

条件（1）只告诉sale tax percentage 税后价钱还是要看p1和p2。所以不充分

条件(2) 只告诉你sale tax actual amount 还是无法知道税后价钱谁高谁低，所以也不充分。

（1）+（2）也只给出了sale tax percentage和actual amount,我们完全不知道p1,p2,所以还是不充分
