it是指 radio啊
你从语义上理解”instead, it has become precisely the opposite, a tool for
communicating with a large, public audience"
radio本来被认为是telephone的替代品，（telephone是只能两个人通话） 但是相反 radio成为了a tool for commuicating with large public audience--因为radio是broadcast,广播，它link了很多人的沟通。
所以it 不可能指telephone
